In 2015, the North Carolina General Assembly passed House Bill 262 entitled “Surplus Lines Amendments.” The statutory revision provides for the creation of a stamping office by the North Carolina Surplus Lines Association (“NCSLA”) for the processing of all surplus lines filings in North Carolina. (NCGS §58-21-40)

All North Carolina Surplus Lines licensees (resident and non-resident) must follow these steps in order to receive a log in and password. This will allow the licensee to use the online filing system (Surplus Lines Information Portal) “SLIP” beginning on January 1, 2017.

 

Membership REQUIREMENTS

These requirements apply to “ALL” NC Surplus Lines licensees regardless of whether any business is written or filed in North Carolina. Failure to register and pay dues will result in cancellation of your NC Surplus Lines license by the NC Department of Insurance.

  1. Must have a NC Surplus Lines license (resident or non-resident)
  2. First determine if your company has a NC Corporate Surplus Lines license. (Not a P&C Corporate License)
    • If yes, please register using the NC Corporate Surplus Lines license tab
      (The individual licensees will be registered under the corporate tab)
    • If no, please register using the Individual Surplus Lines license tab
  3. Each online application must include the following…
    • NC Surplus Lines license number must be included
    • Valid email address for licensee must be included
    • The following are not acceptable email addresses
      (licensing, compliance, accounting, info, etc. @ agency)
  4. Pay NCSLA Membership dues of $100.00 per licensee
    (Maximum of $1000 per agency location)
  5. If the NCDOI provides information that there are additional NC Surplus Lines licensees in your office who have not registered nor paid the required dues – access to the “SLIP” filing system will not be permitted until these licensees have complied with the requirements
  6. Once the application and dues payment has been received and reviewed – the NCSLA will notify the licensee with their login and password for the “SLIP” system during the time period of late November to December 2016.

These requirements apply to “ALL” NC Surplus Lines licensees regardless of whether the licensee writes or files business in North Carolina. Failure to register and pay dues will result in cancellation of your NC Surplus Lines license by the NC Department of Insurance.

 

*NC Surplus lines Corporate Licensees

Once all individual Surplus Lines licensees listed under a Corporate Surplus Lines license have completed the application and paid dues to the NCSLA – a login and password will be issued to the Corporate Surplus Lines licensee. The corporation, itself, does not pay dues, just the individual licensees listed under the corporate license.

*Note: NC Corporate Surplus Lines license is different from an NC Corporate license – The Corporate Surplus Lines license will have Surplus Lines printed on the license.
